If you have a child who will be four-years old on or before August 31st 2026 and the family gross income is at or below 75% of the State median Income, you may be eligible for the North Carolina Pre-K program in Cabarrus County. Eligibility for Children of Military Families
Children from military families may qualify for the program if they meet the following criteria:
Who Qualifies?
Your child may be eligible if they are age-eligible and one of the following applies:
- Active Duty Military
Your child is the dependent of a service member who is:- Currently on active duty in the U.S. Armed Forces, including the North Carolina National Guard, state military forces, or reserve components
- Was ordered to active duty in the past 18 months or is expected to be ordered to active duty within the next 18 months
- Injured or Fallen Service Member
Your child is the dependent of a military member who was injured or killed while serving on active duty.
Income Considerations
- Military families do not need to meet additional risk factors to qualify.
- If your family income is above 75% of the State Median Income (SMI), your child is still eligible and will not count toward the 20% cap for over-income applicants.
Verifying Military Status
To confirm military status and help with prioritization, please provide one of the following:
- Leave and Earnings Statement (LES)
Used to verify income and service. This statement shows:- Base pay
- Housing allowances
- Hazardous duty pay
Note: Most NC counties only consider base pay when reviewing military applications.
- DEERS (Defense Enrollment Eligibility Reporting System)
May be used if the LES is not available.

Additional Risk Factors (Families Over 75% SMI)
Up to 20% of age-eligible children enrolled in NC Pre-K may come from families whose income exceeds 75% of the State Median Income (SMI), if the child meets one of the qualifying risk factors below.
These children may be considered only after all income-eligible and categorically eligible children have been placed.
Qualifying Risk Factors
- Educational Needs
The child’s developmental screening or an existing Individualized Education Plan (IEP) indicates a need for educational support. - Developmental Disabilities
Diagnosed by education or health professionals through evaluations and tests. Conditions may include, but are not limited to:- Cerebral palsy
- Vision or hearing impairment
- Orthopedic impairment
- Autism
- Chronic Health Conditions
Must be diagnosed and documented by a healthcare provider. The condition must:- Have the potential to interfere with the child’s development or learning
- Be accompanied by a signed, dated statement explaining how the child would benefit from participation in NC Pre-K
- Limited English Proficiency (LEP)
The child speaks limited or no English at home, as reported by the family on the application or during developmental screening.
